The SATSD Programme is a four year programme funded by the European Union under the 11th EDF. The agreement was signed in December 2020 and the implementation started in January 2021.

The programme is being implemented by five Regional Economic Communities (RECs): Common Market for Eastern and Southern Africa (COMESA), East Africa Community (EAC), Intergovernmental Authority on Development (IGAD), Indian Ocean Commission (IOC) and Southern African Development Community (SADC). COMESA is the lead REC and the hosts the Programme Management Unit (PMU) which is charged with the responsibility of day-to-day management of the programme.

The programme will be implemented across the following Member/Partner States:

Angola, Burundi, Comoros, Democratic Republic of Congo, Djibouti, Egypt, Eritrea, Eswatini, Ethiopia, Kenya, Lesotho, Libya, Madagascar, Malawi, Mauritius, Mozambique, Namibia, Reunion, Rwanda, Seychelles, Somalia, South Africa, South Sudan, Sudan, Tanzania, Tunisia, Uganda, Zambia and Zimbabwe.

The SATSD programme objectives will contribute and complement the continental objectives of the AU. The programme therefore incorporates regional, continental and global initiatives intended to support air transport sector development to maximise the benefits. 

The programme is equally relevant to the United Nations 2030 Agenda for Sustainable Development. It contributes primarily to the progressive achievement of SDG 17 to strengthen the means of implementation and revitalise the global partnerships for sustainable development and specifically sub-goals 13 and 14 which aim to enhance macroeconomic stability through policy coordination and enhance policy coherence while also contributing to progress towards SDG 16 on the promotion of peace, justice and strong institutions that are effective, accountable and inclusive.

The programme also has distinct activities aimed at promoting SDG 5 on the achievement of Gender Equality and Empowerment of Women. Specifically, the aspects dedicated to institutional frameworks for sustainable development will be relevant areas of contribution of the programme.

Our activities

Operationalise Single African Air Transport Market

The EA-SA-IO regional air transport market is not currently integrated nor liberalised. This has the effect of retarding growth of the air transport sector and restricting the sector from effectively playing its economic role in support of economic growth and development

Strengthened regulatory and institutional capacity of civil aviation institutions in the EA-SA-IO region

For the air transport sector to grow and be able to effectively play its economic role, there is need to focus on air transport market integration which is supported by effective regulatory and operational institutions hence the need for reform, gender sensitive institutional reforms

Improved air navigation efficiency in the EA-SA-IO region

Seamless operations support aviation sector development in terms of market integration through improved air navigation efficiency and safety. Improved air navigation efficiency has a positive impact on costs, safety, travel time, connectivity and the environment.

Our Objectives

The overall objective of the programme is:

“To contribute to the development of the air transport sector in the EA-SA-IO region”.  

To achieve the above objective, the programme has specific objectives as follows:

  • Operationalise the Single African Air Transport Market;
  • Strengthen the regulatory and institutional capacity of civil aviation institutions in EA- SA-IO region;
  • Improve the air navigation efficiency in the EA-SA-IO region.
